Dr. Cheung is a Principal Lecturer with SPEED and also Head of Cluster (Humanities, Communication and Social Science) of the College of Professional and Continuing Education, the Polytechnic University of Hong Kong. His main research interests are public sector budgeting, public policy analysis, environmental governance and social policy and administration in Hong Kong and China. He has published papers in international journals such as Public Administrative Review, the China Quarterly, and Public Administration and Development.
Dr. Cheung has more than 30 years teaching experience ranging from doctoral to diploma levels. Besides he also took up administrative duties such as Programme Director, Area Coordinator in Public Sector Management and member of the Senate of the Polytechnic University.
He is also involved in high level consultancy and research activities. He has been consultant for the Department of International Development, the British Government and the World Bank. His recently work is in social enterprise development in Hong Kong and the changing role of the central budget agency in China. |
