Anthony K.H. Wong obtained his BSc(Hons) in Economics from the University of London and thereafter his LLB(Hons) and PCLL from the University of Hong Kong. He also acquired his LLM (with credit) in Chinese and Comparative Law from the City University of Hong Kong.
Apart from being a Chartered Member of the Chartered Institute of Housing (CIH Chartered Member), a Registered Professional Housing Manager (RPHM) under the Housing Managers Registration Ordinance, an Associate of the Institute of Chartered Secretaries and Administrators (ACIS), an Associate of the Hong Kong Institute of Chartered Secretaries (ACS) and a Member of the Chartered Institute of Arbitrators (MCIArb), Anthony is a Solicitor admitted in Hong Kong as well as in England and Wales.
He worked for the Hong Kong Government in property management for a number of years before pursuing his legal career and interest in academia. After his admission as a solicitor, he was engaged in private legal practice in law firms, executive work in the Estate Agents Authority and in-house legal advisory work.
He was once an assistant professor in the Department of Building and Real Estate, the Hong Kong Polytechnic University (2000 - 2007) and participated in the processes of validation and accreditation of a UGC-funded property management undergraduate programme as its founding programme leader. His areas of teaching (primarily the legal studies in property and construction) in the undergraduate and postgraduate programmes included property law, property management, dispute resolution, dispute management and law for international projects, legal context of construction and real estate, development control law and principles & practices of law.
On the part of consultancy and professional services, he was a Consultant Solicitor to a law firm, the External Examiner of the Higher Diploma programme in Legal and Administrative Studies hosted by the Institute of Vocational Education (Tuen Mun) under the Vocational Training Council (2007/08 and 2008/09), a Member of the Exemptions Sub-Committee under the Education Committee of the Hong Kong Institute of Chartered Secretaries (2006), a co-opted Member of the Education Committee of the Hong Kong Institute of Housing (August 2005 to March 2006) and a Chief Examiner of the Institute of Chartered Secretaries & Administrators (2003 and 2004).
Immediately before joining SPEED as a lecturer in mid-August 2009, he was a legal counsel to a group of listed companies in Hong Kong and he was actively involved in tendering legal advice on building management, conveyancing, local and oversea development projects, leasing, litigation and commercial transactions.
He is the programme leader of the Bachelor of Arts in Housing Management programme hosted by PolyU SPEED. His current teaching portfolio includes business law, commercial law, laws of housing management, property development process, urban rehabilitation studies, venue management and supervision of management reports. He enjoys the interactions with his students and this is the reason for his return to the academia.
His current research interests are related to property management, dispute resolution, institutional analysis of real estate and application of laws in construction and real estate.
On the part of community services (with the support and approval of PolyU SPEED), he has joined the Sub-committee on Property Management Practitioners under the Advisory Committee on the Regulation of the Property Management Industry pursuant to an appointment (until November 2013) as invited by the Director of Home Affairs in connection with the proposed statutory licensing regime for the industry and practitioners. |
