SPEED於2000年創立「持續教育院校聯盟」，為聯盟院校的學員提供持續進修的機會，在完成獲認可的課程後，可透過SPEED的「學分累積制」，循著進修階梯考取理大專業進修學院的學術資格﹙包括證書、文憑、副學士及學士學位﹚。學員可依據個人的能力和進修需要釐定學習進度，所有累積的學分均為終身有效。
早前學院以聯盟召集人身份舉辦「更新備忘錄簽署儀式」，各成員代表於儀式後的午餐會互相交流辦學心得。
Advocate of Lifelong Education
The Consortium of Continuing Education Institutions (CCEI) was founded in 2000 by SPEED to encourage lifelong learning through SPEED's Credit Accumulation Mechanism (CAM). Learners who have successfully completed the recognised courses offered by the CCEI member institutions can transfer the credits to CAM in order to pursue PolyU SPEED Professional and Continuing Education (PCE) awards including Certificate, Diploma, Associate Degree and Bachelor's Degree. Learners can map out their study plan according to their ability, interest and aspiration. The credits earned are valid for life.
As the convenor of CCEI, SPEED had held a signing ceremony to renew the Memorandum of Understanding.
